The stadium takes its name from Julie Rose, a local middle-distance runner who was killed in an air crash in November 1985. Her parents, Don and Joyce Rose, laid the foundation stone on 10th May 1996, and Tanni Grey officially opened the running track in Ashford on 18th May 1997, although the first meeting had already taken place on 19th April. The surface is Polytan WS. The facility cost £3.4M to build and also has an indoor straight, a gym and a licensed bar. The grandstand is named after Cliff Temple, Julie Rose's coach and a renowned athletics journalist, who died in tragic circumstances in the early 1990s. Its tensile canopy is spun glass coated with Teflon and, at 86 by 18 metres, is one of the largest structures of its kind ever made. Ashford Borough Council's website carries more pictures of the track. It shut from May 2001 until about early July 2001, roughly three months, for urgent repairs.
